Biography
Lori Burton (formerly Partin) currently serves as Director of IT Process Improvement, for Maryland Department of Human Services. Lori brings over 20 years of experience in strategic planning and project management across both public and private sectors. Her extensive public sector expertise spans information technology (IT), child welfare/human services, financial monitoring, business process re-engineering, and government operations.
Most recently, Lori served as an IT Project Manager for the U.S. Department of Health and Human Services. Her leadership experience also includes Chief of Staff positions in social services agencies in Baltimore and Philadelphia, where she was responsible for operational strategies, driving agency-wide
change initiatives, and managing complex, integrated projects. Additionally, she consulted with Public Financial Management and Booz Allen Hamilton, leading projects for federal, state, and local government clients.
Lori holds a BA in Finance from Temple University, and pursued graduate studies at the University of Pennsylvania, Fels Institute of Government. She completed course work within the MGA program, such as Public Management, Policy Development, and Performance Management.
