Biography

Katie Woolford is the Data Analytics Officer for the City of Philadelphia’s Office of Children and Families. Katie and her team are housed within the Performance Management and Technology division and are responsible for data analysis, reporting, and evaluation for multiple City programs, including the City’s out-of-school time initiative, PHLpreK— the City’s free pre-kindergarten program— and other education supports embedded within School District of Philadelphia schools. Two core functions of Katie’s work are analyzing data to inform policies and program implementation and ensuring research is accessible and actionable for stakeholders. This work includes partnering closely with colleagues in operational and policy divisions as well as frontline staff and community members to ensure that services meet the needs of all Philadelphians. Most recently, Katie developed a multi-year mixed methods evaluation of the City’s Community Schools initiative. She has also led multiple data transparency and accountability efforts, such as a series of child welfare provider reports and scorecards. Prior to her current position, Katie conducted education research at Research for Action, a Philadelphia non-profit, and taught elementary school in Baltimore. Katie holds a master’s degree in Education Policy from the University of Pennsylvania and a bachelor’s degree in Psychology from Haverford College.
